(CNN) -- Arkansas Gov. Mike Beebe vetoed a bill Monday afternoon that would have prohibited abortions if a heartbeat could be detected 12 or more weeks into a pregnancy. In a statement, he claimed the measure "blatantly contradicts the United States Constitution."
