HAVELOCK, CRAVEN COUNTY - Havelock Police issued a news release Wednesday saying Marvin Norris Jr. voluntarily surrendered himself to officers at 11:59 p.m. on Tuesday.
Police said additional arrest warrants charging Norris with discharging a weapon at a moving vehicle and discharging a weapon in the city limits of Havelock were also served when Norris surrendered to police. Norris was taken before a magistrate and ordered to be held in the Craven County Detention Facility on a $40,000 secured bond.
Police say they are looking for a man accused of a weekend shooting in Havelock.
The Havelock Police Department said 20-year-old Marvin Norris Jr. is accused of shooting a handgun in the direction of Kelly Park Apartments at about 12:20 p.m. Sunday.
Officers said Norris shot at a small red four-door vehicle as it was leaving the apartment complex, located at 210 Shipman Road. But two bullets hit building "D" at the complex, with one bullet entering apartment #2 through the building's exterior wall.
No injuries were reported, police said. An exact motive in the shooting was unknown.
Investigators have obtained a warrant charging Norris with discharging a weapon into an occupied dwelling. Additional firearm charges are pending, said police.

Our records show this isn't the first time the Kelly Park Apartments has been the site of criminal activity.
In February, a Havelock man fatally stabbed his granddaughter's father inside one of the units at the complex. Investigators say 47-year-old Donald Morris Smith fatally stabbed 37-year-old Ralph Edward Whitney. The district attorney ruled that the stabbing was "justifiable self-defense" and no charges were filed. According to investigators, a person inside the unit called 911 to report a home intruder. Police say Whitney was that intruder, and during a confrontation, Smith stabbed him with a pair of scissors.
Also, this past August, a man was shot five times outside the complex. Stev'n Todd, 25, said the bullets hit him in both of his legs, shattering his femur. The man accused of shooting Todd is 23-year-old Javon Anthony Ward. He was arrested in March in New Hanover County, according to the Sheriff's Office there.
