Former director, husband accused of stealing $10K from seniors' facility

KENANSVILLE, DUPLIN COUNTY - A former director of a Duplin County assisted living center and her husband have been arrested for allegedly stealing almost $10,000 from the facility.

According to Capt. Ryan Strickland of the Kenansville Police Department, Phyllis Brown Casteen and her husband, Jeremy Chad Casteen, were arrested on Wednesday. The two are accused of stealing $9,826.97 from Windham Hall , an assisted living facility on Cooper Street in Kenansville.

Capt. Strickland said police began investigating when the owner of Windham Hall issued a complaint on July 2013.

The investigation, which lasted six months, revealed that Phyllis and Jeremy Casteen allegedly committed time card fraud, misused credit cards, and purchased fuel on a company account and putting into personal vehicles, said police.

Phyllis Casteen, a former director at the facility, has been charged with 47 counts of obtaining property with false pretense, 22 counts of larceny by employee, and one count of financial card fraud. 

Jeremy Casteen, a former maintenance worker at the facility, has been charged with nine counts of obtaining property with false pretense and six counts of larceny by employee.
