City leaders explain why Greenville's new police chief beat out more than 100 other candidates

City leaders in Greenville have named a new police chief. Mark Holtzman is retiring from his position as police chief in Hagerstown, MD, and will become Greenville's top cop in about three weeks.

NewsChannel 12 wanted to know the selection process for the job, so we did some more digging. Greenville City leaders say more than 100 people applied for the chief's position. They say they brought in six candidates for interviews, and Holtzman stood out from the rest.

With close to 90,000 residents, Greenville is nearly double the size of Hagerstown. But Greenville officials said Holtzman's ideas and policing philosophy are directly in line with what they are looking for. They said he's a data-driven leader with a strong focus on community policing.

"We went through an extensive process," Greenville City Manager Barbara Lipscomb said. "We had two panels that interviewed the applicant: one was a panel at the International Association of Chiefs of Police, and myself; and the other with local law-enforcement, and he basically rose to the top."

The International Association of Chiefs of Police is a Washington, D.C.-based non-profit organization of police executives. Former Greenville Police Chief Hassan Aden now serves as the group's director of research and programs.

Over the past two decades, Holtzman has been a detective, patrol sergeant, narcotics investigator, and operations captain.  

"Chief Holtzman is a good fit for all the right reasons," Greenville Mayor Allen Thomas said. "He started as a beat cop. He's been in that area for 24 years. He's a consummate professional and he's extremely good with the public."
 
Holtzman will earn an annual salary of $130,000.
