Mom who admitted to giving daughter, 11, a tattoo faces new charges

A woman who admitted to illegally tattooing her 11-year-old daughter now faces new charges.

Havelock Police charged Odessa Clay in late September with tattooing a person under 18. On Tuesday, additional charges of contributing to the delinquency of a minor and tattooing without a permit were filed against Clay, 30, who now lives near Grantsboro in Pamlico County.

Clay admitted to giving her daughter a small heart-shaped tattoo near her right shoulder. Clay said she did not know that tattooing a minor is illegal; she thought it was permissible with a parent's permission.

"She asked me to do it," Clay said, referring to her daughter requesting the tattoo.

Clay said she used her own tools and said she numbed her daughter's arm.

"I didn't fill it in,"Clay said; she only tattooed the outline of a heart,and didn't darken the entire shape.

About a year ago, Clay was listed as the victim in a domestic assault in Havelock where a man was charged with holding a knife to her neck and an 11-year-old child. It is not known whether Clay’s 11-year-old daughter was there at the time of the alleged assault.

Clay is due in court next Thursday.
