Store Break-in Arrest
          Carteret   -  3/11/2010
Morehead City police made a dramatic arrest after a break-in at a convenience store early this morning.

Around 1:30 a.m., they got a call about the crime at the Jim Dandy store on Friendly Road and Arendell Street. A witness making deliveries across the street said he saw two men leaving the store.

He told police they got into a truck and took off. After an alert sent out to officers, police found the truck, followed it, and eventually tried to stop it. Dean Newman, the driver, got out and ran south on 20th Street. After a short chase, an officer knocked Newman to the ground, but then Newman tried to hit him with his baton, so the officer pepper-sprayed him.

Newman, 21, of Wilmington, is facing several charges, including assault on an officer, breaking and entering, larceny, possession of stolen goods, and damage to personal property. He is being held on a $50,000 bond.

Three other people who had been in the truck tried to escape, but they were arrested, as well. Donnie Ray Hinson, Tiffany Lynn Morman, and Rhonda Annette Lee are charged with damage to personal property, and are being held on $30,000 bond.

Norovirus Patients
          Carteret   -  3/11/2010
The Carteret County Health Department continues to get reports that people are still getting ill from Norovirus. There have been outbreaks in other parts of NC over the last six weeks, and one Carteret County school had many children home sick last week due to the illness.

"This virus may stay with us for a few more weeks, so we want to remind people of precautions to take, and especially, if you are sick, to stay home and get better before returning to work or school," said Dr. J. T. Garrett, the Carteret County Health Director.

"We have heard from Carteret General Hospital that many people are going to the emergency room with gastrointestinal symptoms,” continues Dr. Garrett. "Their staff is saying that emergency medical care is not necessary in most cases. Most people will get over a Norovirus infection in a couple of days at home. So, please keep the ill person at home and offer clear liquids and a light diet during their recovery."

Very young children, the elderly, and those with weakened immune systems are the most at risk for dehydration, and they should be taken in for care if they show signs.

The Health Department recommends that people stay home at least 48 hours after their symptoms of vomiting or diarrhea are over since they are likely to be shedding the virus during that time.

Some simple measures to prevent the spread of Norovirus are to wash hands frequently and thoroughly with soap and warm water. Gel hand sanitizers are not as effective as soap and water. Clean and disinfect contaminated surfaces immediately after an episode of illness by using bleach-based household cleaner, or mix two-thirds cups of bleach to one gallon of water. Also, immediately wash with hot water and soap, all clothing or linens that may be contaminated with the virus.

The most common symptoms of Norovirus include nausea, vomiting and diarrhea. Additional symptoms may be a low-grade fever, chills, headache, muscle aches and fatigue. Children tend to have more vomiting than adults.

Illness often begins suddenly, usually 24 to 48 hours after ingestion of the virus, and the person may feel very sick. Symptoms last one or two days.

Military Spouses Grants
          Eastern NC   -  3/11/2010
The Defense Department says it will partially resume a grant program that pays for college classes and career training for military spouses, who were outraged when the program was abruptly halted last month.

Tommy T. Thomas, the Defense Department official who oversees the grants, said Thursday payments will resume next week for more than 136,000 military spouses already enrolled. He said officials failed to notify spouses in a timely manner when the program was halted Feb. 16, after an enrollment spike threatened to overwhelm the program's budget.

The program started a year ago, offering up to $6,000 for military spouses to get college degrees and job training. The Defense Department said it will not take new grant applications until it decides on a long-term plan for the program.

Today, U.S. Sen. Richard Burr (R-NC) issued a statement on the Department of Defense's decision, saying "I am pleased to hear that the Department of Defense has announced it will reinstate MyCAA for spouses who are currently in the program after abruptly halting the program almost a month ago," said Sen. Burr. "I remain concerned, however, that the Defense Department has not indicated when it will allow new spouses to participate in the program. I intend to work with DOD officials to see that they enable all military spouses the opportunity to participate in this program so that they can further their education."

When it was ended on February 16, MyCAA was providing educational help to more than 50,000 military spouses.

Death Note Left Behind
          Onslow   -  3/11/2010
   Update 12:05 pm:

Onslow County investigators say the Alzheimer's center shooting suspect left instructions to his family on what to do after the incident.

Also, authorities say Curtis Hargrove's condition has been changed back to critical.

Posted By: Erin Moody

Update 11:25 pm:

Curtis Hargrove's condition has been upgraded to serious from critical, according to a nurse at New Hanover Regional Medical center.

Onslow County Sheriff's deputies were at the couple's home on Deppe Road Wednesday afternoon. The deputies were taking pictures and talking to one of the Hargroves' three children.

A grandson, reached at his home, also on Deppe Road, said the family is still sorting out the situation. The Hargroves had two sons, one of whom lives in California, and one daughter, he said. He did not identify himself.

Neighbors say the couple had a good relationship. Harriett suffered from Alzheimer's Disease for the last 15 years, according to neighbor Johnie Morton. Curtis, a retired Marine, was kind to her, he said.

Original story:

A shooting at an Alzheimer's care center in Jacksonville left an 80-year-old woman dead, and her husband with critical injuries.

Investigators believe Curtis Hargrove shot his wife, Harriet Hargrove Tuesday night at the Alzheimer’s Related Care Center on Onslow Pines Road, then turned the gun on himself. She was a resident at the center, he was visiting her. Harriet Hargrove was dead at the scene, and Curtis Hargrove was taken to New Hanover Regional Medical Center. As of Wednesday afternoon, he was listed critical condition.

Deputies recovered a small caliber handgun they believe was used in the crime. They are continuing their investigation, hoping to shed some light on what led up to the shooting.

Harriet Hargrove had been a patient at the center since January, and investigators say her husband visited her every day. The couple is from Maysville, in Jones County.

The care center's website calls it a "special care facility dedicated to the care of Alzheimer's patients." It is the only licensed facility in the state set up exclusively for Alzheimer's residents. The ARC, as it is called, says its staff is specially trained to work with those patients. The center was recently presented with the highest award of excellence for resident care by the state.

Liquor Sales Changes
          Eastern NC   -  3/11/2010
The head of the panel that regulates liquor sales in North Carolina has proposed merging some ABC boards while making county governments responsible for how those local boards operate.

The chairman of the state ABC Commission also recommended allowing private retailers to sell liquor in areas where an ABC store wouldn't be profitable.

Chairman Jon Williams made his report Wednesday to Gov. Bev Perdue's Budget Reform and Accountability Commission. That panel is expected to recommend changes that Perdue can offer to the Legislature.

The commission and a panel appointed by legislators are exploring the possibility of privatizing the ABC system. Perdue also has commissioned an outside study of the system's value if it were sold.

Postal Closings
             -  3/11/2010
Although the Postal Service is free to cut services and close locations as it sees fit, the Postal Regulatory Commission is urging the service to give residents more advance notice and take into consideration their concerns and comments.

Among the suggestions: give people more time to express their opinions and better explain the objectives and needs for post office closures and cutbacks.

The latest proposal would cut out Saturday mail delivery in an effort to deal with the ever-growing budget deficit at the Postal Service, which hit 3.8 billion dollars last year alone.

Staff has already been cut from a peak of 800-thousand to fewer than 600-thousand.

Toyota Recall Hearings
             -  3/11/2010
Toyota's massive recalls are bringing new scrutiny to the government's auto safety agency. They are prompting Congress to look at how federal safety officials have lived up to their mission of protecting motorists.

A House panel on Thursday plans to examine the National Highway Traffic Safety Administration's oversight of the auto industry in the latest congressional hearing linked to Toyota's recall of more than 8 million vehicles worldwide.

Safety groups have accused the agency of being too cozy with the Japanese automaker while lacking the resources to test for vehicle problems that could be electronic, not mechanical.

Voices on Health Care
          Eastern NC   -  3/11/2010
North Carolina residents supporting and rejecting President Barack Obama's efforts to overhaul the nation's health care system are taking to the streets.

Both sides have called out demonstrators to sound off on Thursday outside the offices of U.S. Rep. Bob Etheridge's congressional office in Raleigh. Conservative activists also have urged opponents of the health care revamp to rally at the offices of Democratic Reps. Mike McIntyre and Larry Kissell in Concord, Rockingham, Fayetteville, Lumberton, Wilmington and Bolivia.

Congressional leaders are awaiting a final cost analysis in the next day or so that will allow them to start counting votes in earnest. The next step is for the House to approve a Senate-passed bill from last year, despite opposition from House Democrats to several of its provisions.

Corporal Punishment
          Eastern NC   -  3/10/2010
Children's advocates in North Carolina who lost a political tussle over corporal punishment in the public schools last year are trying again this year by focusing on a spanking ban for children with disabilities.

Action for Children North Carolina released on Wednesday a report showing corporal punishment was used more than 1,400 times in 26 school districts that still use it during the last school year.

The group asked state legislators to pass a broad ban for children with physical, mental or similar challenges. They said there are better ways to deal with disruptive behavior.

Districts have the option to use corporal punishment. In 2009, the state Senate rejected a bill that would have allowed adults to opt out their children in the districts that still use it. Posted By: Wes Goforth
